If you can't get Calculator. Thanks for your understanding. You cannot run Windows Calculator as a store package in offline environment or in restricted environment. This applies to Windows Calculator as well. When you boot into the system with Store Apps installed, the provisioning will check if license token update required and fetch it. In the offline environment this never happens which means the app will never get a license that allows it to run.
However, this also wont work for Windows Calculator because an offline version of it in Business or Education Store does not exist.
